Business North Harbour - BID Expansion 2026

Let us work for you, become part of our local business community

The voice of local business must be heard.

For over 20 years, Business North Harbour (BNH) has run the North Harbour Business Improvement District, ensuring that our 5,000+ membership group of commercial property owners, businesses and their employees have benefited from the initiatives we have developed on their behalf, which include but are not limited to:

Proposed BID Expansion Map

At the moment, Business North Harbour programmes and services are only available to those businesses and commercial property owners located within the red area outlined on the map, but the needs and requirements for business are the same wherever you’re located.

So, if your business or commercial property is located within the blue area outlined on the map, BNH would like to invite you to come and join us. This is your chance to be part of our local business community, gain all the benefits of your location, enjoy the advantages that your neighbouring businesses and property owners have enjoyed for many years and access the programmes and services outlined above, most of which are free of charge or heavily subsidised.

What Will It Cost?

BIDs are funded primarily by a targeted rate collected by Auckland Council. If the expansion goes ahead, with BNH having a ‘hybrid’ method of calculating the targeted rate, each commercially rated property will have a fixed charge of $300 plus an additional amount based on the capital value of the property. The following formula can be used to calculate the BID targeted rate for any property:

Targeted rate (flat rate)  = $300 + CV x 0.00004000 (approximately)

Example calculations:

Property CV $Fixed Rate $Variable Rate $Total BID Rate $
1,000,00030040340
5,050,000300202502
35,000,0003001,4001,700

Please note: Where a single property has multiple tenants, the proposed targeted rate would likely be passed on to each tenant (by the ratepayer/landlord) lease or rental agreement.

BNH Draft Budget 2027 – 2028

If the BID expansion is successful, from 1st July 2027, BNH will receive a targeted rate of $1,025,000 for the 2027/2028 financial year. To see how you and your business will benefit, our planned budget is available here, and the draft Business Plan 2027/2028 is available here.

Ballot period: 28th September – 27th October

Eligible voters will receive a Ballot Pack with more information from Election Services, an independent organisation who are facilitating the ballot process.

This is your chance to have your say and to be included in the North Harbour Business Improvement District.

Ballot Requirement:

For a ballot to be successful, at least 25% of all ballot papers must be returned, and of those, a

minimum of 51% of votes must be in favour of the expansion of the North Harbour Business Improvement District and the associated BID targeted rate.

It is important for all commercial property and business owners to vote and if you’re in favour of joining the North Harbour Business Improvement District cast your vote in support.

Please note: Voting is based on the principle of ‘one entity – one vote’, an entity being a commercial property ratepayer and/or a business/ tenant. The polling agent will combine the eligible business voter list and Auckland Council ratepayer data to form the BID eligible voting list.

PLEASE USE YOUR VOTE and come and join us!
