Construction Waste Enforcement and Leadership Hibiscus and Bays Local Board 2024/2025 – opportunity

Waste Solutions have an exciting opportunity for a supplier interested in improving construction and demolition waste outcomes in the Hibiscus and Bays Local Board area. You will have a keen interest in waste prevention, connecting recovered materials to destinations, recycling and education on better waste planning.

Project Background

Construction and Demolition (C&D) is the single biggest contributor of waste in Auckland. The industry continues to be under pressure which results in undesirable outcomes for waste, litter, illegal dumping, the climate and the environment.

This project builds on the experience of successful programmes in other local board areas and seeks to establish a supplier to deliver C&D Waste Enforcement and Leadership Advisory to work with builders and developers to improve site practices and facilitate improved compliance performance and move towards a circular economy.

Currently this programme is being delivered in the following areas:

  • Howick Local Board
  • Upper Harbour Local Board
  • Māngere-Ōtāhuhu Local Board
  • Aotea Great Barrier Island Local Board
  • Waiheke Island Local Board

Each project has core common goals, but is tailored to the specific challenges and opportunities of each local board area.

Council is looking for a supplier to deliver this project in the Hibiscus and Bays Local Board area for financial year 2024/2025. Continuity of the project relies on approval of local board funding annually.

Project Requirements

The following are requirements of the project:

• Weekly surveillance and reporting of breaches of the Litter Act, the Solid Waste Bylaw and the Building Act to the appropriate compliance teams in Council.
• Personal engagement with builders and developers to promote:

  • Waste minimisation education and engagement including providing destinations for materials for reuse and recycling.
    • Monitoring installation of silt and security fences to prevent littering.
    • Monitoring of any discharge from sites and communicating to Council compliance team with evidence to assist enforcement.
  • Practices that lead to improve waste minimisation, reduced littering and minimisation of issues related to problematic materials such as polystyrene, concrete run-off and plastics.
  • Provide reporting on project outcomes demonstrating level of engagement with building sites, behaviour change, improved waste outcomes and number of notifications of illegal dumping incidents and compliance issues for Local Board updates.
  • Improve community awareness of environmental standards and waste reduction options.
