
Four road rule changes came into effect on 1 October 2026, affecting drivers, cyclists and e-scooter riders. For North Harbour businesses, now is a good time to brief staff who drive for work and share the changes with your wider team.
What has changed?
- Minimum passing distance: Motorists must leave at least 1.5 metres when passing cyclists, pedestrians, horse riders and other non-motorised road users travelling in the same direction within the same lane.
- Give way to buses: On roads with speed limits of 60km/h or less, drivers must give way to buses leaving a bus stop, the roadside or a bus lane. The bus driver must indicate for at least three seconds before moving.
- E-scooters in cycle lanes: Eligible e-scooters that are not classified as motor vehicles can now use cycle lanes.
- Children cycling on footpaths: Children aged 12 and under can ride bicycles on footpaths, alongside an accompanying rider supporting their safety. These cyclists must give way to pedestrians and mobility device users.
What should businesses do?
Business North Harbour encourages members to include these changes in their next staff briefing, particularly for delivery drivers, sales teams, tradespeople and anyone using a company vehicle.
Remind drivers to allow sufficient passing space, watch for buses indicating to pull out, and check carefully for cyclists and e-scooter riders when entering or leaving business premises.
